Al Hameli: Our leadership provides a motivating work environment and a high quality of life
His excellency, Nasser Bin Thani Al Hameli, Minister of Human Resources and Emiratisation, affirmed that the UAE's achievement of the second place globally in attracting talents came from the wise leadership’s envisionment. It creates a stimulating work environment and a high quality of life in light of advanced national legislation, that promotes values and humanitarian principles calling for tolerance, respect and acceptance.
His excellency, Nasser Bin Thani Al Hameli, Minister of Human Resources and Emiratisation, affirmed that the UAE's achievement of the second place globally in attracting talents came from the wise leadership’s envisionment. It creates a stimulating work environment and a high quality of life in light of advanced national legislation, that promotes values and humanitarian principles calling for tolerance, respect and acceptance.
This came in a discussion panel, that searched planning tools for future occupations within the “Future Jobs Forum” at the World summit of Governments.
The panel was attended by Mr. Zulfiqar Bukhari, Minister of State, and Special Advisor to the Prime Minister for Immigrants and Human Resources Development in Pakistan, Ian Emmanuel de Niv, Assistant Professor of Economics and Strategy at Oxford University, Haifa Kilani, Founder of the Arab International Women's Forum, and Khaled Kozer, Executive Director of the Global Fund for Community Engagement and Sustainability. The session was directed by Riad Hamada from Bloomberg.
Initiating the session, Al Hameli said “As one of UAE’s Vision 2021 objectives, transforming into a competitive and citizen-centered knowledge economy was accompanied by a shift in labor market policies, which is considered a major motivator to this economy. The concentricity will be on attracting and polarizing expertise, talents, and skills from all over the world, and empowering citizens using attractive jobs. This will contribute to promoting the information component, and meet the private sectors need of skilled labour, subsequently increasing the productivity of the labour market”
His excellency also pointed “rapid technological progress witnessed by the world will have employers demand more skilled workers, which requires the adoption and implementation of programs to train and develop skills. As it will ensure the availability of competencies required to fill the positions available to companies.”
His excellency added “The next step will require the strengthening of the government’s partnership with other countries receiving and sending labour forces. This will control the mobility of these forces, and the enhance the ability to research and develop their skills to meet this growing demand for skilled labor. In result, be able to to deal with the future challenges of the labor markets.”
On his part, Bukhari said “There is a necessity to support and empower labour vocational training organizations, which the Pakistani government is paying more interest and care for, pointing out the agreements and bilateral cooperation between Pakistan and a number of countries, that aim to develop Pakistani human capital.”
He affirmed the great importance of arranging policies to deal with the challenges imposed by robots and artificial intelligence. It is important to train and qualify specific expertise in a short period of time, to enable it to fulfill the functional requirements in a positive and more efficient manner.
He also empathized on the importance of strengthening the cooperation between countries to establish clear standards for accreditation, which the Pakistani government is currently working on by documenting these certificates, and credencing them in international markets.
On his part, Ian Emmanuel de Nave called for transparency and clarity concerning the lack of jobs, and what threatens the future of occupations in the light of the clear difference and pressure on the wages and revenues of the workers of medium and low levels of skill for the benefit of highly skilled people
He pointed out the effect of the digital economy and industrial revolution, as they have both offered much work and occupations for many, however at the same time excluded a larger number of people. This requires more effort to limit the negative influence on labour markets.
Al Kelani explained, there is a necessity to find more job opportunities and training, in addition to strengthening skills, affirming the importance of empowering women, and finding suitable job opportunities through offering them their social and legislative rights. All in order to reach a reasonable percentage of women taking part in the development process.
She also affirmed the importance of developing the skills of both women and men at par, to face the challenges imposed by technology and the industrial revolution. Especially with the fading of occupations women mostly used to fill, there is a need for a cooperation between the governments and the private sectors to find solutions.
On his part, Kozer pointed to the clear difference between the persons with high level of skills, and others with low level of skills. This requires the application of more learning and training programs to face artificial intelligence threatening individuals with low level of skills. They are going to face great dangers concerning their employment.
